The night of March 11, 2011 filled the heavens with stars.
Never had anyone seen such a beautiful shower of starlight.
From the moment the gigantic earthquake struck,
At 2:46 pm,
People stood in their cold stupors, oblivious and scatterbrained,
Filled with fear and awe.
So-called “light” from land was snuffed out.
Stars, stars, and more stars, spread throughout the sky.
No one knew why so many people
Were gazing at the sky.
Though shivering with both cold and fright, they marveled –
What a beautiful sky!
When they came to their senses, the tears finally came.
In a silence so deep, so pure,
Amidst such beauty,
They had temporarily forgotten the plight that held them.
So many stars!
The same night sky was so much clearer
With the landlight gone.
Light comes from innumerable stars,
Some hundreds of millions of light years away,
But in the final decades of
Civilization’s 2-3 thousand years,
Humans stopped gazing at the stars

We had always believed
That scientists, by rule
Told the truth
Told no lies,
Never emphasized “assurances of safety” or “utility” above the facts,
Always possessed honesty
That unflinchingly reported the frightening possibilities
When other exceed the limits of science and technology.

This writer’s hometown lies one prefecture away.
After three days, the electricity finally came back.
And suddenly nuclear accident images filled our TV screens.
All nuclear power had been shut off.
On March 17th, the TV cameras captured
A helicopter dispatched from Japan’s Self Defense Forces
Flying to and fro over the steam-filled sky above the reactor.
It carried a single bucket dangling from a rope,
Dumping water onto the reactor
To try and prevent further explosions.
It looked so small and feeble,
Like a dragonfly in flight.
In that moment, we knew – it was all for naught.
Four reactors built in a row. Three of them exploded, one after the other.
The lone intact reactor melted down, as did two others.
These facts were broadcast only after much delay.
No one has ever mentioned that
Once human control over nuclear power had been lost,
It would never be regained again.

Eight years have passed.
And still little is known about the melted-down reactor core.
They continuously flood it with chilled water
To prevent any more explosions.
Right after the accident, the government promised,
“All radiation will be eliminated.1 We shall make everything whole again.”
Only much later did they realize the technological impossibility of it all.
So they then officially raised the standard for
Maximum levels of safe radioactive exposure
From 1 msv/year before the catastrophe to 20 msv/year※1.
Then they urged evacuees to return home,
Declaring radiation levels “now safe”,
Because their scientists “assured their safety.”
After token decontamination efforts※2,
The volume of contaminated soil in Fukushima alone
Had already reached 14 million m3.
Since contaminated soil has no place to go, they would mix it with regular soil,
And since much radioactive water remained from cooling the core,
They would dilute it with regular water,
Thinking that reducing radiation levels would eliminate the problem.
So any soil below 5000 bq/kg is
Set aside for farmland (with an initial trial run).
Any soil under 8000 bq/kg goes to
Building up land for new construction※3.
Diluted tritium※4 water could be dumped into the sea.
Such was the course they charted.
Yet experience with
Past environmental contaminations had revealed that,
“The real problem is not the levels of radiation,
But the total radioactive exposure※5.”
Today’s government scientists contradict
That previously established principle.
This was the world’s first case of dumping
Water exposed to eight years of radiation into the sea.

Above all that came,
“There is no need to fear the radiation”
From a government-bought medical scientist.
“Anything under 100 msv/year is fine.”
But most egregious is the government’s story
That no post-accident records of radioactive damage
In the 30-kilometer zone exist.
“All residents had already evacuated and couldn’t be tested”, they said.
In fact, many residents, including children
Had not been evacuated right away,
And “no measurements were taken?!”
So no matter who dies from radiation poisoning
There can never be any “proof” that Fukushima was the cause.
The government and Tokyo Electric
Have thus secured their escape from responsibility.

After 3/11/2011, all of Japan’s nuclear power plants were shut down.
Despite this, there have been no electrical power shortage problems.
Yet the government has embarked on a plan
To restart the plants anyway.
In 2019, at the United Nations,
Japan declared its intention to restart its nuclear power plants※6
As a “measure against global warming,”
Other electric companies have begun saying,
“Our plants differ from Fukushima’s.”
Citing the unusually high shore-breaching tsunami
That destroyed the emergency backup generators,
They reason that elevating all backup generators should fix the problem.
Despite having had such a huge earthquake, the cause was “the tsunami alone.”
According to today’s experts,
Earthquakes, even these magnitude 9 earthquakes,
Cannot be predicted, even up to the moment before.
Dismissing such concerns, workers say,
“Were another huge earthquake to strike,
We would remove the nuclear fuel
When the pre-earthquake signs appeared
To insure our safety.”
But all scientists know
That safely removing nuclear fuel during plant operation
Requires several years of cooling.
Yet the government-paid scientists said nothing.

This proclaimed state of emergency cannot yet be canceled.
Yet the government’s efforts to both
Scrap the Fukushima plants and return evacuees
To their homes have not abated.
They are even returning residents to the heavily contaminated areas
Just a few kilometers from the accident site.
These efforts have become the world’s first experiment of its kind
On humans.
Until the 2020 Tokyo Olympics are done,
The government will be
Mixing the contaminated soil
Diluting the contaminated water,
Hiding the amount of radioactive damage,
Forcibly repatriating victims under “assurances of safety”
And keeping foreign visitors from seeing any of it.
“Fukushima radiation is UNDER CONTROL”,
Declares the prime ministers for the upcoming Olympics.
They lift the “Fukushima Resurrection” banner
For the upcoming Olympics.
Government-paid scientists, engineers, even some doctors
All join in sending that same message.

That day, with the still silence of
Countless stars spread throughout the night sky,
Was our golden chance to reset everything.
But once again, the prime minister
Has drowned out warnings from
Honest scientists and engineers
Leaving future generations a mountainous bitter legacy.

※ 1 After the Chernobyl accident, the USSR closed off all areas over 5 msv/year in perpetuity and ordered a complete and permanent evacuation of the area. The government pledged to compensate all victims with new homes, new jobs, pensions and medical benefits. Despite these measures, there was much health-related damage. In contrast, the Japanese government decided in one stroke to raise the safety standard to 20 msv/year. The Japanese government continues arbitrarily to raise the permissible level of radioactive contamination. Along these lines, according to The USA’s Nuclear Information and Resource service (NIRS) and the Physicians for Social Research (PSR), which won the 1985 Nobel Peace Prize, the Japanese government’s “20 msv/year” equates approximately to having 1000 chest X-rays per year
※2 Token decontamination efforts – Only the surface of the soil where people gathered or where farming was conducted were treated.
※3 By contrast, Japanese standards prior to 3/11 required levels of 100 bq/kg or below to reuse any soil near a nuclear plant. Additionally, in the USA any debris above 5000 Becquerel requires removal to a special facility buried deep underground. If it were not, the radiation would be diffused over a wide area in the atmosphere.

Reference
In 2015 Japan brought suit against South Korea in the WTO, claiming that South Korea’s import restrictions on Fukushima seafood products are unfair, as these products have passed the Japanese government’s radiation level safety checks. WTO Court #1 upheld Japan’s claim.
Using this case as a precedent, Japan planned to pursue negotiations with the USA(https://www.accessdata.fda.gov/cms_ia/importalert_621.html), EU, and other countries like, Russia, China and Taiwan to remove similar import restrictions.
However, South Korea immediately appealed the ruling, and in April of 2019, the WTO high court overturned court #1’s decision and upheld Korea’s import restriction, stating that, “The radioactivity safety standards that each country has established much be honored.”
At present, other countries besides South Korea have targeted the following Japanese prefectures with import restrictions on agricultural and marine products:
South Korea (seafood products only): Aomori, Iwate, Miyagi, Fukushima, Ibaraki, Tochigi, Gunma, Chiba (8 prefectures).
The United States (agriculture and seafood products): The above eight prefectures, plus restrictions focused primarily around wild game, edible wild plants, and mushrooms from Yamagata, Niigata, Saitama, Yamanashi, Nagano, and Shizuoka prefectures. Finally, China restricted products from these 14 areas as well as Tokyo.

2011年3月11日の夜、満天の星空だった。
これまで一度も見たことがないほどの美しい星が降り注いできた。
人々は不安と恐れの中で
あの巨大地震発生のPM.２：４６からずっと
なすすべもなく 寒さの中で 立ち尽くしていた。
世の中から灯りという灯りが消えた。
その晩 空一面にひろがった星、星、星。
不思議なことに たくさんの人が
その空を見上げていた。
怖いのと 寒さで ずっと震えていたのに
こんな状況で こんな美しい空って なんなのだろう。
初めて 涙が出てきた。
静まり返っていた。
あまりの美しさに
置かれている状況を忘れた。
星の数が尋常でなかった。
同じ空が明るくても 電気を消すと
こんなにもはっきり 見えるのかと。
何億光年も遠くから届く無数の星の光、
人間の文明有史 二～三千年の中の
最後の最後の ほんの数十年くらいで
私たちは一挙に星空を見失っていたのだ

本来 科学者というものは
嘘はつかない
真実を伝えてくれる人だと
信じていた。
安全を保証したり、役に立つと強調しすぎる人ではないと。
科学、技術の限界も知っているから、
それを超えたらどんな恐ろしいことが起こるかもきちんと教えてくれる
正直な人だと思っていた。

福島県に隣接する当地では
3日後に 電気がやっと通じた。
テレビをつけると 突然原発事故の風景が 映しだされた。
原発は全電源喪失していた。
3月17日、さらなる爆発を防ぐため、
ものものしく出動した自衛隊のヘリコプター一台を
カメラが とらえていた。
湯気をだしている原発の上空を行ったり来たりしていた。
ロープの先のたった一杯のバケツの水が
原発の上に ようやく 届いた。
まるで トンボかなにかが とんでいるように
ヘリコプターは小さくて 頼りなかった。
誰もが もうだめだ と 悟った瞬間だった。
並んで建つ ４基中の3基の原発が次々に爆発した。
さらに爆発を免れた１基も含め3基がメルトダウンした。
その事実も 大分たってから知らされた。
原発は 一度暴走を始めたら
人間の手に負えない代物だったという事は
それまで 誰も教えてくれなかった。

あれから8年経った。
いまだ
原発の内部に溶け落ちた核燃料が
どうなっているかもわからない。
再び 爆発しないように
とりあえず 大量の水を入れ続けて
冷やしているだけなのだ。
「すべて 放射能は 除染 して 元に戻す」と
政府は事故直後に約束した
だが それも 技術的に不可能だと
気づいた。
すると事故前 １ｍｓｖ/yearだった放射能安全値を
２０ｍｓｖ/year注１にひきあげてしまった。
そして安全値内だからと避難民に帰還を促す。
御用科学者が 安全を 保証したからと。
形ばかりの 除染注２で 出た放射能汚染土も
フクシマ県だけですでに １４００万㎥にもなった。
行き場をなくした放射能除染土は 他の土と混ぜる、
事故原発の冷却用でたまった放射能汚染水は 水で薄める
つまり濃度を低くすれば 問題ない と。
５０００ベクレル/kg以下の土は 農地として（とりあえず試験的にだが）、
８０００ベクレル/kg以下なら 建設用の 盛り土としても 使える。注３
薄めた放射能トリチウム汚染水は海に捨てればよい。注４
御用科学者たちが もっともらしく 進言する。
過去の公害で 「濃度ではなく 絶対量が 問題だった」注５と
実証済みのことを 無視する。
8年分の膨大な量の放射能汚染水を海に捨てる例は
世界広し といえども 初めての事だ。

挙句の果て
「放射線は恐れる必要はない。
１００ｍｓｖ/year 以下であれば 問題ない」とまで言う
御用医学者まで現れた。
極めつけは 原発３０キロ以内の初期被ばく量の記録がないことだ。
すべての人が避難済みと思っていたので と。
実際は 子供を含む かなりの人たちが 取り残されていた。
誰かが 放射線障害で 亡くなったとしても
確実な証拠となる数値が わからない。
国も 東電も 責任を回避する道を確保した。

2011年3月11日以降 日本のすべての原発が止められた。
それでも電力量は問題なかった。
しかし、政府は再稼働へと舵を 取った。
2019年国連で地球温暖化対策として
日本は原発推進注６を表明する予定だ。
「フクシマとは違う」と 他の電力会社が言い始めた。
フクシマの事故は想定外の高さの津波が押し寄せて
非常用発電機まで水に浸かってしまったからだ。
これからは非常用電源を高いところに置くから問題ないと。
あんな大きな地震があったのに 原因を津波だけのせいにする。
今の知見では
M９もあったあの地震ですら 直前まで予想できなかった。
しかし「万が一 巨大地震が また起きても
その兆候の段階で核燃料を搬出するから大丈夫」と 言い出す始末。
科学者なら
運転中の原発から安全に核燃料を取り出すには、
まずプールで数年間冷やす必要があることぐらい だれでもわかる。
しかし、御用科学者たちは 黙っている。

原子力緊急事態宣言すら解除できない段階で
政府は 福島の原発の廃炉作業と避難民の帰還を
同時に進める計画だ。
帰還先は広域にわたる現在も高レベル放射能汚染地域だ。
しかも原発から数キロしか離れていない区域まで含む。
これは 人体実験も兼ねるような
恐ろしい 世界初のプロジェクトになる。
2020年東京オリンピック・パラリンピックまでに
放射能の除染土も 汚染水も 被ばく量も
混ぜて、薄めて、隠して
無理やり 安全だということにして帰還させ
外国の人の 目にふれないようにする。
「フクシマの放射能は アンダーコントロール」
といって今の首相が世界に向けて 公言し
招致したオリンピックだから。
「フクシマの復興」を掲げて 招致したオリンピックだから。
御用科学者や技術者、一部の医学者までが 口合わせに協力している。

あの日 静寂の中で、夜空に拡がった満天の星空。
すべてが リセットされる千載一遇のチャンスだったのに。
だが またしても 総理大臣主導で
少数の真っ当な科学者、技術者たちの警告が
かき消されていく。
後世まで 脅かす 負の遺産だけが 累積していく。
注釈
注１－ チェルノブイリ原発事故では 年間５msv以上の地域は永久に封鎖し 完全移住避難政策をとった。そのための住宅、職業、年金、健康診断などの保障もソ連政府がした。それでも健康被害が出ている。 かたや、日本政府は一気に安全基準を２０msvまであげた。因みに アメリカの核資料サービス（NIRS）と １９８５年にノーベル平和賞を受賞している 社会的責任を果たすための医師団（PSR）によると、日本政府のいう年間２０msv（ミリシーベルト）というのは１年間におよそ１０００回胸部X線をあびることと同じだ。
注２―形ばかりの除染
人が集う場所と農地だけに限定して 表面の土を 剥いだ。
注３－因みに ２０１１年３月１１日以前 日本の放射能汚染土の再利用限度値は１００ベクレル/kg だった。今回、被災地で始まる政府主導の農地用実験には ５０００ベクレル/kg までの汚染土を敷き詰めてその上に５０ｃｍほど普通の土をかぶせて 使うという案もある。
しかし アメリカの場合、５０００ベクレル/kg以上は特別施設に移送され 地下深く埋められる。そうしなければ 空気中に放射性物質が大量に広範囲に拡散することになるからという。
注４－トリチウム汚染水
－放射能の一種 海外でも 浄化処理後の原発汚染水として 海に放出しているが フクシマで予定している量（１０２万８４４６トン）より 比較にならないほど 少ない。

－2015年日本政府は WTOに対し 日本政府の定めた安全基準を クリアしているのにフクシマの事故後、日本の水産物を輸入規制をしている韓国を不当だと提訴した。 第1審では 日本の主張が認められた。
このことを テコにして 同様の輸入規制を続けているアメリカ(https://www.accessdata.fda.gov/cms_ia/importalert_621.html), 、
他ロシア、中国、台湾などに対し 輸入規制を解除するように 交渉する予定だった。しかし、韓国はすぐに上訴、2019年4月 WTO 最終審は 第１審の判断を覆して、韓国の輸入規制を是認した。「各国の事情に応じて 定めた 放射能安全基準を 尊重する」という理由だった。
現在韓国以外でも日本の農水産物の輸入規制の対象となる県は以下である。
韓国(水産物のみ)、青森、岩手、宮城、福島、茨城、栃木、群馬、千葉の8県
アメリカ(農水産物)上記8県に加え 野生動物の肉 や 山菜 キノコ類を中心に 山形、新潟、埼玉、山梨、長野、静岡からのものも 規制している。
中国 さらに 東京からのものも 規制している。
残念ながら 筆者の住む茨城も規制対象地域だ。
